New agreement moves core functions of 21st Century Community Learning Centers to Dept of Labor

A fact sheet on the Elementary and Secondary Education Partnership between the Departments of Education (ED) and Labor (DOL) states that the partnership streamlines K–12 education programs with workforce initiatives. Among the programs included is 21st Century Community Learning Centers (21st CCLC), the federal funding stream that supports afterschool and summer learning programs offering academic enrichment, youth development, and family engagement opportunities, as authorized under Title IV, Part B of the Elementary and Secondary Education Act. Also included are 26 other formula and discretionary grant programs – several of which can support out-of-school time programs, including Title I, Part A; Title IV, Part A; and Full Service Community Schools. According to the announcement, states will continue receiving 21st CCLC Title IV, Part B funds through DOL, ensuring uninterrupted program delivery. ED will maintain statutory oversight, in compliance with federal law, and DOL will manage grant competitions, provide technical assistance, and integrate ED programs with its existing employment and training initiatives. The core functions, funding, and oversight of 21st CCLC remain intact.
